There were people out in practically every byway and sideroad in Ward 4, armed with gloves, refuse bags and a determination to get rid of a year’s accumulation of trash. One concerted effort took place in Newcastle, called ‘Operation Clean Sweep’, which took aim at three areas frequented by residents and visitors alike.
